Statement 1, a pledge to rehabilitate refugees, definitely one issue which worth taking a pledge but they have never reached a compromise of that sort. Most of the coastal EU countries are forced to accommodate the refugee not planned or pledged. Statement 2, to combat climate change - absolutely possible. Climate change has been a pressing issue with a lot of divides north-south, rich-poor and arguments for and against. Hence INDC is a likely compromise. Statement 3, establishment of a bank, it is a venture, buying shares, there is nothing nationally determined. In most cases, you offered something and you take it.
